this provision has not been adequately complied with, as
I consider greater supervision should have obtained when payments were received at the Treasury, and receipts
given at the time of payment. As regards the latter
portion of this provision, I consider it has been complied with, as the Treasurer has kept the Crown Solicitor
regularly informed of the defaulters of Rates, etc.
"(3) To bring properly to account, under the
"proper heads and items, all money, whether
"revenue or other receipts, paid into the
"Treasury or accounted for to him."
As regards the actual money received, and for which
receipts were given, this provision appears to have been
complied with, although there have been instances where
payments for Rates, etc., which have been made for a
specific quarter have been incorrectly applied to the
rates for another quarter in the Treasury Books.
"(4) To see that proper provision is made for the
"safe keeping of all public money and stamps.
There has been no actual defalcation of money which had
been duly accounted for in the Collection Books.
"(5) To exercise strict supervision over all the
officers of his department and sub-accountants
"entrusted with the receipt or expenditure of
"public money, and to take precautione, by the
"maintenance of efficient checks, against the
"occurrence of fraud, embezzlement or careless-
"ness in connection therewith".
